Other than the impossible 75-P, this is the key date of the series. There are around a dozen known and any example is a prize. A 78-CC usually becomes available once every 5 years or so. They likely trade on par with non-chopped examples but may command a sizeable premium under the right conditions. All examples have obverse two and reverse two.
Variety: Misplaced CC
The date is rare enough that no variety exists that would have a noticeable impact on price. However, this is an interesting mintmark placement with the CC very close together and placed far to the right, with the first C over the center of the D. Roughly a quarter of the examples should exhibit this placement.
